Double byte file names in the check out page

Now I'm making a Japanese language pack on version 1.2 and checking the software with Japanese contents.

I found we couldn't download files named with Japanese charactors from the link where we tried to check them out. From normal Contents Item pane we can simply download them with proper name, just clicking the items name. (After checking out we can download 'working copy' exact like that anyway).
But from the link in Check out complete window, we get broken filename. I mean we see correct file name in the browser, but when we click it and start downloading, broken filename will be suggested.

I guess it's because of A element's target attribute ,or something. Because the latter case we don't have target attribute.
