newsletter in pdf

I try to generate a newsletter pdf by transforming an xml with xsl-fo but don't know how to deal with a problem described below.

The xml starting with contains html-tags which are escaped like this: <newsletter:extra xsi:nil="false">&lt;p&gt;dfsddfdsfs&lt;/p&gt;&lt;p&gt;&lt;strong&gt;sdfsdfsdf&lt;/strong&gt;&lt;/p&gt;</newsletter:extra>
When I put a template in the xsl to render the extra tag like this

<xsl:template match="newsletter:extra" >
  <fo:block text-align="left">
    <xsl:value-of select="." disable-output-escaping="no"/>
  </fo:block>
</xsl:template>

the html tags are visible in the resulting pdf. Is there a way to translate this html formatting tags into xsl-fo formatting instructions?
