The alf_bootstrap_lock table

I am wondering why this table is created and dropped during bootstrap. In the code, I see that it is done to create a sort of locking mechanism in a multi-instance environment. But why use a temporary table, and not just insert a record somewhere?

The reason I ask this, is because our applications have to use a user-account to access the db (Oracle), and not the tablespace owner account. The user accounts can select/insert/update/delete, but cannot create or drop tables.

Does anyone know of a workaround for an issue like this?
