Broken installation of WCM 2.9.0B

I've just installed Alfresco Community 2.9.0B (works) and then tried installing WCM 2.9.0B. I copied wcm-bootstrap-context.xml into …/webapps/alfresco/WEB-INF/classes/alfresco/extension (I have a Java 6 / Tomcat 6 installation where I can't see neither control Tomcat, only deploy .wars).

Under "Company Home" I can see and select Web Projects, but the "Create" menu doesn't work (it just opens a tiny, empty popup, but is not populated). Also I don't see Web Forms under Data Dictionary.

Under the logs, in addition to FTP/CIFS errors (but I don't need them, going to disable them) I see this and similar exceptions:

Honestly I'm not sure if this appeared even before installing WCM, but I wouldn't say so. What am I doing wrong?
