Simple workflow and ReadContent

Hi,

I'm trying to create a simple workflow where a person can add and submit a document as a Collaborator to Submit for Approval from a Drafts space to the Pending For Approval space.
The person can't see the Pending For Approval folder but has Processor permissions which are defined in the permissionDefinition.xml file.

In the permissionDefinitions.xml file I've created a CreateNodes group with _CreateChildren, _ReadProperties and _ReadPermissions permissions. The simple workflow doesn't work. I get the following error:

"Failed to approve the document due to system error: Rule exists without a specified action"

When I remove all read permissions than the error says "Access Deneid" When I add all read permissions by including ReadContent than there's no error but the Pending For Approval space is show. Obviously, this is not what I want.

Why is ReadContent needed to do a simple workflow action?

Is it possible to alter the permissionDefinition file in such a way that it is posible to execute the simple workflow without seeing the space? (leaving out ReadContent)
