Problem Building Alfresco - Missing web-framework

I'm having a problem building Alfresco from subversion using the 'build-tomcat' target.  I tried building community revision 3101 and the HEAD revision 3283.  The build completes successfully, but the alfresco.war is missing the following files, among others:

WEB-INF/classes/alfresco/web-framework-application-context.xml
WEB-INF/lib/alfresco-web-framework.jar

When Alfresco tries to start it says:
10:18:04,643 ERROR [org.apache.catalina.core.ContainerBase.[Catalina].[localhost].[/alfresco]] Exception sending context initialized event to listener instance of class org.alfresco.web.app.ContextListener
org.springframework.beans.factory.BeanDefinitionStoreException: IOException parsing XML document from class path resource [alfresco/web-framework-application-context.xml]; nested exception is java.io.FileNotFoundException: class path resource [alfresco/web-framework-application-context.xml] cannot be opened because it does not exist
Caused by: java.io.FileNotFoundException: class path resource [alfresco/web-framework-application-context.xml] cannot be opened because it does not exist

Has anyone else run into this problem, or know how to solve it?
