Why or How is CIFS and FTP running

I just installed CE 3.2r2 on Windows Server and noticed that I can access CIFS via the IP address \\192.168.0.19\
I can also FTP to Alfresco with admin:admin@192.168.0.19
I have the alfresco config file from the base install below, I do not see CIFS or FTP configured.
Where do I turn these services off?
