How to: Upgrade document version automatically

Hi all,
     I created two rules that are listed below.

Rule 1: —– I hope that after document updated, then copy document to folder A and upgrade document's Major version automatically.
When = Items are updated
If all criteria are met = Title Contains 'nba'
Perform Action = 1. Add simple workflow where 'Approve' action copies items to …/A
                          2. Checkin items as major versions with comment ''

Action 1: Success
Action 2: failure

Rule 2: —– I hope when document enter in folder, then upgrade document's Major version automatically.
When = Items are created or enter this folder
If all criteria are met = All Items
Perform Action = Checkin items as major versions with comment ''

Action: failue.

Can anyone tell me how to configure upgrade major version automatically ?  What's wrong with my rule setting ?
