TinyMCE fields in Web Form wrapping all input in HTML doc

Hi,

We recently noticed that content we enter into a textarea aka xs:string element in a Web Form, is being wrapped in an HTML document as though the element is a document.  This happens in all Web Forms in any element of type xs:string. 

Here's an example:
- entered
This site is restricted for use by persons who are 21 years of age or older. If you are not at least 21 years old, please return when you are.

- saves as
<!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.0 Transitional//EN" "http://www.w3.org/TR/xhtml1/DTD/xhtml1-transitional.dtd">

<head>
<title>Untitled document</title>
</head>
<body>

We're using Community v3.3.0 and both IE8 and FF 3.6.x produce the same results/behavior.

Any help is appreciated as this is a big issue when we try and consume/display the content on the live site.
