Clustering in Community 3.4.b

I'm trying to set up clustering in Alfresco Community 3.4.b and it doesn't seem to be working properly.  Changes in one instance do not seem to sync to the other instance until tomcat is restarted.  I followed the instructions at http://wiki.alfresco.com/wiki/Cluster_Configuration_V2.1.3_and_Later to set up a cluster with a shared store.  I put the following into alfresco-global.properties:

alfresco.cluster.name=alftest

alfresco.jgroups.defaultProtocol=TCP
alfresco.tcp.initial_hosts=alftest1[7800],alftest2[7800]
log4j.logger.org.alfresco.repo.jgroups=debug
log4j.logger.org.alfresco.enterprise.repo.cache.jgroups=debug

index.recovery.mode=AUTO
index.tracking.cronExpression=0/5 * * * * ?

I renamed ehcache-custom.xml.sample to ehcache-custom.xml and put it in place.  Also, ehcache doesn't seem to be logging.  Are my logging directives not correct?  Anyone have any idea what the problem is?
