PDF preview fails if the owner hasn't previewed it first?

Document uploaded by Admin cannot be previewed by a consumer unless previewed by the Admin first? - Is that accurate? Is it expected?
This is what I'm experiencing -
1. I log in as an Admin, Upload a .pdf on a public site. Log off.
Then log in as a consumer and try to preview the pdf. Alfresco displays the infamous 'Preview cannot be loaded from the server' error. Nothing in the logs.

2. I log in as Admin again. Preview the pdf. Log off.
Then log in as a consumer and try to preview the pdf. This time the preview is successful.

Is this expected behavior? Seems like an overkill to have to preview every document that you upload so that others can preview them too.

Alfresco version 3.3.0
OS : Windows XP
OpenOffice 3.2
