Reading of share-config-custom.xml disabled?

Is there a way to check if the reading of \tomcat\shared\classes\alfresco\web-extension\share-config-custom.xml has been disabled?  The reason is that I made some custom changes to this file, but it's not being picked up.  I intentionally broke the file to see if it would throw an error message, but there are none. 

As a last resort, I had to put the changes in tomcat\webapps\share\WEB-INF\classes\alfresco\share-config.xml, which is not optimal.

I checked slingshot-application-context.xml and do see the configuration below:
            <!– Share custom config –>
            <value>classpath:alfresco/web-extension/share-config-custom.xml</value>
            <value>jar:*!/META-INF/share-config-custom.xml</value>

P.S.  This same configuration works fine in Alfresco Community 4.2.  Just  the enterprise 4.1.7 is having this issue.

I'd appreciate any guidance.
