Missing files in workflow

Hi. I have been experiencing problem with workflow attachments.

Whenever I start workflow with private file as an attachment, the person who receives the task is not able to see it.
However, when I log in as an Administrator the files in task are visible.

I have been trying to specify custom permissions to file before defining the workflow but it makes no difference.
However, there is no problem when attaching files from "Shared Files" and "Sites" (with sufficient privileges).

Is it possible to use private files in workflow?
