ACT_RU* tables

My understanding is that the ACT_RU tables are populated with in flight processes and they are moved to ACT_HI tables once the process is done. But For some reason, I can not see the records for in flight processes in ACT_RU tables, though I can see them in the history tables once the process is complete. Below is the configuration extract

     <bean class="org.springframework.jdbc.datasource.DriverManagerDataSource"
      id="dataSource1">
      <property name="driverClassName" value="com.mysql.jdbc.Driver" />
      <property name="url" value="jdbc:mysql://127.0.0.1:3306/activiti" />
      <property name="username" value="activiti" />
      <property name="password" value="activiti" />
   </bean>

   <bean id="transactionManager" class="org.springframework.orm.jpa.JpaTransactionManager"
      p:entityManagerFactory-ref="entityManagerFactory" />

   <bean id="entityManagerFactory"
      class="org.springframework.orm.jpa.LocalContainerEntityManagerFactoryBean"
      p:dataSource-ref="dataSource1" p:persistenceUnitName="SEMHIEDataStore">
      <property name="jpaVendorAdapter">
         <bean class="org.springframework.orm.jpa.vendor.HibernateJpaVendorAdapter" />
      </property>
   </bean>

  <bean id="processEngineConfiguration" class="org.activiti.spring.SpringProcessEngineConfiguration">
    <property name="deploymentResources" value="classpath*:hieActiviti.bpmn20.xml" />
    <property name="databaseType" value="MySQL" />
    <property name="dataSource" ref="dataSource1" />
    <property name="transactionManager" ref="transactionManager" />
    <property name="databaseSchemaUpdate" value="true" />
    <property name="jobExecutorActivate" value="false" />
    <property name="mailServerHost" value="mail.cns-inc.com" />
    <property name="mailServerPort" value="25" />
  </bean>

  <bean id="processEngine" class="org.activiti.spring.ProcessEngineFactoryBean">
    <property name="processEngineConfiguration" ref="processEngineConfiguration" />
  </bean>

  <bean id="repositoryService" factory-bean="processEngine" factory-method="getRepositoryService" />
  <bean id="runtimeService" factory-bean="processEngine" factory-method="getRuntimeService" />
  <bean id="taskService" factory-bean="processEngine" factory-method="getTaskService" />
  <bean id="historyService" factory-bean="processEngine" factory-method="getHistoryService" />
  <bean id="managementService" factory-bean="processEngine" factory-method="getManagementService" />

Not sure if I am missing some configuration. Any help is highly appreciated.
