Activiti Explorer ignores the activiti:candidateStarterUsers-Tag in bpmn-File

I created a simple BPMN-Diagram in eclipse. In addition, I added a candidate Starter as a String : activiti:candidateStarterUsers="kermit"
I extendet the Activiti explorer that the startableByUser-Value is considered. This is tested and works well.
When I upload the bpmn-File via the activiti explorer, the Process does not occur for kermit. When I export the bpmn-file again, the whole tag activiti:candidateStarterUsers="kermi" disappeared.
