Are there any quick ways for a user to create their own alert for when a file is added, removed, or modified?

The site manager finds creating a rule to generate an alert to be unnecessarily complicated. Are there any quick ways for a user to create their own alert for when a file is added, removed, or changed?

It can give you some ideas on how to achieve what you need.
