Replication users and rights

Hello!

I have installed Alfresco community v5.2.0 on Linux. I need migrate users from first server to second, and in Administrator tools I see button Export to CSV, but I can't import this file in new server. tell me please, how I can resolve this problem?

Can I replicate Alfresco-settings (users and folder-rights) between servers
