what is ALFRESCO_SYSTEM_ADMINISTRATORS ?

When I assign ALFRRESCO_SYSTEM_ADMINISTRATORS
let user = admintest and userA, They don't have any rights to Administrative Tools.

assign role to userA

userA don't have Admin Tool

My question is
1. What are ALFRESCO SYSTEM ADMINISTRATORS, and what is it used for?
2. userA doesn't have permissions in Admin Tool, is it because of a bug or not, how can I fix it?

To access Admin Tools, user should be part of ALFRESCO_ADMINISTRATOR group.
