Can we forward a task to different user before claiming the task?

I am assigning a task to a group of user, so a member of that group wants to forward that task to a different user before claiming the task. Is this possible ?

Yes, it is possible once you get the new user you want to assign just call the PUT Service for tasks and update the assignee value.

If you need to make it as a delegation then you need to claim the task with user1 and then delegate the task to new user.
