Is there any method / way to disable the login fields(username and password) during the freeze-time after which a valid login can be tried? . The freeze time currently we are having is 3 minutes

Is there any method / way to disable the login fields(username and password) during the freeze-time after which a valid login can be tried? . The freeze time currently we are having is 3 minutes.

Once this is done , it prevents  the user from retrying before 3 minutes.
